As I understand it, until the Duncan/Central/Miriori intervention all nine landowner groups supported BCL. Putting aside the fact that BCL has the support of the Customary Heads (Miriori is not one) in the Panguna area, that leaves BCL presently with the support of eight of the nine groups. As I have explained before these groups cover such areas as the port, power line corridor, transport corridor and Jaba water pump station; a third party will need their support. Getting SMLOLA on side is only the start, as I said in October. Sure it's a cracked record for @vontrader and @Danehill but it doesn't make it less true. So RTG had better crack on once the moratorium is over (and of course putting to one side Momis's statement re "foreign companies" and "no other developer", which we can assume was directed at RTG) because there is a lot of persuading left to do ...
