GTL technology is already well established, but expensive. In fact the Shell you mention operates a huge GTL plant in in a JV in Qatar, something they'd previously fine tuned in a plant in Borneo.
Also Arrow doesn't have coal reserves.
What you are however right to infer is that that are plenty of other uses for their gas other than LNG, ie a plan B, C etc
However I suspect that your view of the view of analysts might not be the soundest basis on which to see the LNG picture, and certainly not on which to make your investment decisions on Arrow.
I"ll stick with the fairly well scripted to date LNG story from Davies and co.
Suggest you do a bit more research.
