The article says that this has not been done before, which is probably true.
However, something very similar was done at Alkimos Beach in a residential estate.
That project and this new one both involve solar power, battery storage and billing.
I would think the technology used at Alkimos Beach would be very similar (or slightly more complex) than that used for the apartment project.
Many more apartment dwellers would be very interested in seeing their power bills cut in half.
