Something that I believe should be allowed to happen is that those who can't afford to buy their allotment should also have the right to place a limit order on the what price the auction is for? for example I should be allowed to say that I am willing to sell my rights at auction for X dollars, if they don't reach my ask price then I lose my rights, but by the same token they don't get to buy my rights at a lower price either?
