Wow! Another high volume day with 5 mil shares traded and the SP got as high as 29.5 cents - settling back to 28 cents now. SP seems very averse of breaching 30 cents. Claws its way towards that mark only to slip back a bit each time. I suspect that once it does get to 30 cents it will attempt to add a few more cents - and any news on an increased dividend might make it do that fairy definitively. Someone posted a chart a little while back showing the possibility of 34 cents. You'd have to brave betting against that happening at the moment.

1.5 cents looks feasible. I think we will know this week - possibly tomorrow or Wednesday.
