The ideal, for us, is that case as 1/2 the story. If the resource continues at these grades, and the geology is mineable at depth: then the next DFS could signal the point whereby a mining plan is commenced (capital sorted and initial OC mining started and infrastructure for UG commenced whilst the drilling continues.
However if the company is looking for buyer rather than a farm-out or mine themselves, then we would have to wait until drilling completed as you surmise. That's the lottery, but all good choices. Not a lot of mining risk here, I don't believe; and currently only very small sovereign risk.
