One would have expected some news about the agreement by now. The announcement did say "by 24th March". I took that to mean before 24th March. Correct me if I'm wrong but if someone says to be at a certain place by 2 pm and you arrive at 2:30 pm that's clearly not "by 2pm". It officially turned 24th March in New York at 2pm Brisbane time yesterday. Therefore the deadline had passed as of yesterday afternoon - my interpretation
