Yes that was East-West Link.
A contract signed by the previous Vic Liberal Government. A project that the Federal Liberal Government was willing to chip in multi billions into.
Andrews decided to look that gift horse in the mouth and cancel the contract....and then found it wasn't that easy to just cancel and had to pay out about a billion to NOT build the road.
The previous Vic Liberal Government baulked at the Metro tunnel project (that everyone wanted for years) but would mean a few years of disruption to the major tram thoroughfare. So they blinked and approved the East-West Link (that noone really wanted). Probably was a major factor in why Andrew's won.
Greens got a lot of votes because they supported Metro tunnel project (which is essentially another train line.). Remember Melbourne has had basically no investment in public transport since the early eighties (when the City Loop opened. I remember as a 4 or 5 year old going on the City Loop with my mother. I am no 42!)
After Andrew's got in he spent the billions to NOT build the road and now they are building the Metro Tunnel.
Absolute madness.
Andrews sins are numerous (you may remember the spat about the CFA where Andrew's tried to unionise the CFA volunteers).
Now it looks likely that Andrew's will be kicked out in November after only one term.
If that happens I wouldn't be surprised to seen the then Federal and State Liberal Governments ink a deal to build the East-West Link with the Federal earmarked funds.
