I agree with a few others this announcement by Andrews smells to high heaven. He denies it is a back flip on the Moratorium because it is sideways drilling to off shore resources. Pretty sure he originally banned any applications for that as well as that nasty word "Fracking".
I to suspect the decision has been reached and they have wind of it from their Legal Eagles. No other reason for the timing for mine!
