Hmm i think this is a cynical move by the VIC government to avoid the backlash if found to have breached the contract with LKO. They can then turn around and say but look what we're doing in western VIC. I think this smacks of duplicity and as we know this can easily be changed . I say this because the only way the majority is kept in the state government is by keeping the greens quiet.
That said this move to me suggests the state government is positioning itself for a negative outcome.
Just my opinion though.
