What happens if there is a change in government, and the new government lifts the ban immediately, can the company still hold the previous govt responsible or does the new govt have to bear the cost.
Sorry if it's an obvious question, it's a bit like a govt getting into debt and handing it on I suppose, but with mining is it different?
