If this were allowed to stand, the ramifications of allowing governments to retrospectively absolve themselves if any liabililty would run amuke of any legal system.

That is why countries, governments have constitutions and civil rights. To enshirne into law liberties and freedoms and rights and to put a stop to *ing idiots that think they can walk all over them with the stroke of a pen.

The article in all honesty states what the law and the government is attempting to do. Simply because it's gone through the statute book doesn't mean it's legal. I believe Commonwealth and federal law trumps state law.

Imagine for a minute, I'm a contractor. I've been given a contract by the state government to build a tunnel and over a year have invested hundreds of millions in developing plans, getting permits, sub contractors lined up. Government doesn't want to do this piece of work. Changed its mind. Government thinks we will pass some laws to make sure we are not liable for compensation !!

Does that sound right ? Imagine if it was legal for state or national governments could do that !! Look some government try this sheet. Take the US government with first responders for 9/11.They tried to limit the compensation. However, you'll find that judges don't take kindly to such actions especially in the case were liberties and freedoms are eroded. This case with lko is simply a contract between lko and the government. Government passed laws after it has breached the contract vis a vis the licences and then tried to give itself immunity. This is not what the statute book is for. So I have every confidence the judge will see this as well.
