The Acting President having ruled that certain amendments proposed to be moved in Committee
by Mr Rich-Phillips were outside the scope of the Bill —
Mr Rich-Phillips moved, That it be an instruction to the Committee that they have the power to
consider an amendment and a New Clause to amend the Petroleum Act 1988 to provide that
any petroleum extracted from land in Victoria, or petroleum recovered from any reservoir in
Victoria if that petroleum was originally extracted from land in Victoria, must not be supplied
other than to the Victorian market.
Question — put and agreed to.

Bill reported without amendment, the Report was adopted, and the Bill was read a third time and
passed.
Bill returned to the Assembly with a Message informing them that the Council have agreed to
the Bill without amendment.
