My interpretation is....

1. The overall granting of the EL Exploration Licence to the ultimate successful party is "on hold" - there are 7 parties vying for this EL and no decision has been reached as to who will get it.

2. When you open the various "applicant" tabs and you see the words "in time" - I take that to read the application has been received in time, within the timeframe stipulated by MRA, to be considered. Anyone outside the timeframe, would not appear, or have their application considered.
