To construct a portal whether 3x3 or 4x4 using a basic hand held machine & airleg using a 1.8m drill steel ( 6 ft ) would at the most take a week to get into competent rock, that's 13m. equipment required, air compressor, water, explosives,2 people drilling & THAT'S JUST AN ORDINARY 8 HOUR DAY SHIFT. Even though i do not hold i have sympathy for those that do. There is no doubt that the previous BOD should be dragged before a court somewhere. Unfortunately being PNG it will come down to who pays the biggest bribe who will end up with the lease.
