If you do a consolidation in a bear market it leads to the new share price being shorted, usually quite badly and drops the market cap back to nothing, shareholders don't like to see their capital disappear, a better option would be to get something, anything, producing to stop dillution completely, then look at a share buy back later when the books are in good shape.
