People tend to hold out till the last minute to see if a competing offer emerges. As the closing deadline approaches, the pace usually picks up.
Don't forget they have the opportunity to extend the offer deadline, as so often happens with these things. As soon as they get 90% the rest will be done by compulsory acquisition.
