It's a complete anomaly to provide  refund to people who are not paying any tax, it should be phased out as Howard era vote buying.   
 
Have u spoken to Bowen and Shorten about retaining Howard's vote buying,  for the wealthy pensioners.

A sensible cap on cash refund is the simplest solution. The other option is pay everyone the pensions and sort it out at tax time by compelling everyone to lodge a tax return.

That was also one of devious reasons to increase the tax threshold. It was cheaper to do this, then the cost to process the lower incomes tax return.
