I agree with the bulk of your post, but not all. Those retirees with millions in super collecting tens of thousands of dollars in rebates annually is excessive. Sure, there's not a huge amount of them, however they are certainly out there. I think most Australian tax payers would agree that they don't need a further handout. Especially considering they're unlikely to ever use the money accumulated in their super accounts.
You need to ask the question would that money be better spent on schools, transport, hospitals and roads or simply sitting in a super account earning interest or being reinvested in other stocks to get ever higher tax refunds next year.
