"The bigger issue with anti-vaxxers is that they put other people at risk through their negligence."

It's not negligence in the legal sense (unintended consequences of a deliberate action or inaction). They KNOW the consequences of their action/inaction will be to allow their children to have a marked increase in susceptibility to broadly preventable diseases. This potentially elevates the charges above negligence (manslaughter?).
