Seems he was paid the sum as a comission for bringing over $800mill in new funds......about 1.2% which seems about right.
Whether it was ethical or required not too sure hwoever this is how I read the deal and if someone bought me $800mill in funds im sure id happily pay 1 or 2% for the priveledge...as most managers of funds get paid 1/2/3 or up to 10% for a similar deal.
Anyway all will be revealed in time.
