i have no doubt that competition can do such a thing - many years ago i worked for hybrid seed companies - there were plenty at the time and it seemed like a lucrative game for everyone

however the market could not support the number of companies and hence inefficiencies and cost blowouts happened ( and also build up of inventory)

end result was a duopoly basically (like many industries in oz), and high prices for seed (and hybrid seed producers dont get paid much)!!
