Besides dispo cash, lotto bloc sales also depend on size of the jackpots...and they are not predictable year to year.

Was working at a newso when jackpots regularly hit $30 to $50 mil. After the large jackpot went off, the prize on offer reverted to a couple of million bucks or so. Didn't matter how much Tatts/NSW lotteries flogged their product at that point, customer reaction was "Oh, only a million" and they'd close their wallets.

It is all relative. I'd be happy with a free $10K but that is not how the customers think. They get spoilt after seeing some big numbers.
