I just had another look at the ASX announcement dated 3rd Feb and, I reckon that if the funds were not forthcoming yesterday, then it was pretty much game over.

When I read the Pitcher Partners announcement the wording seems a little like they are a bit fed up with all the delays.

The paragraph titled "REASON FOR THE DELAY", and especially the words "AFTER CAREFUL CONSIDERATION" to me seem to say, "NO MORE CRAP BUDDY, SHOW ME THE MONEY OR ELSE."
