Personally I think there is far to much association of share price with performance pay rather than performance pay linked to underlying BUSINESS performance.
In cabcharges case, I think he has done a wonderful job. Its not his fault that cabcharge traded on such a high valuation several years ago, nor is it his fault that the shareprice is trading so low now due to government regulation uncertainty.
Look at the long term financials to analyse performance not the share price.
I personally think he has done a wonderful job as a steward of this company
