Bad news IMO.
If shareholders allow this, Dr Tan's syndicate, underwriting the "Rights Issue" at 0.675c (that will not be accepted by shareholders or the market when you can purchase on-market for 0.4 - 0.5c) could end up with 2/3 of Rockeby initially - Rights issue + Placement. Add the 1,481,000 options and Dr Tan will own 80% of Rockeby for $1,000,000.
