XTE is one of the very few company which doesn't ask shareholders approval for issuing new shares ... obviously they knew they have plenty of cash at the moment!!!
resolution 3 is to consolidate shares 10 to 1, considering they only have 200mil shares on issue, some 40mil left loose on market, I see this resolution clearly for further building up company image, marketing itself to US defence or other large agencies as a $1 dollar company, not 10c one.
share consolidation without potentially issuing new shares ... it speaks itself, loading up guys loading up...
