I don't agree with you, the tender includes also training and maintenance of the UAVs.
Have a read of the 2012 capability plan

The contract is worth 100M. If Xte manages to get it, even with a 20% margin, that will sent the SP up.
Also, you have to note that ADF has already used AeroVironment UAV in Afghanistan and Irak and are already familiar with the equipment.
