I don't believe in the altruism of brokers for a nanosecond. When they 'promote' a stock as a fee-for-service or as a recommendation to their clients, it's always for their own benefit. The report was released 8th Feb, which means they've probably been accumulating on the quiet for months and are now hoping to create some liquidity. This is how the buggers work ...
