Oz has repeatedly said that buying out its fellow JV partners is not part of its game. If they buy out one, then trust is broken for entering into similar arrangements with other juniors in the future. This strategy is a good one for them because it means they can keep a finger in multiple pies (lower risk), and pull out as soon as it's apparent that a pie is no good.
