I'm pretty sure there'd be a consultation process for determining the CR price. New investors at that scale may not be willing to take the risk at too close to market price. At the end of the day WBT need to ensure they can get enough on board to complete the raise. I've got investments in several small caps that dropped far below the CR offer in months that followed - not because of the CR, but due to other factors. Investors partaking in a CR would be wary of that risk for any small cap, so discounting would help mitigate that I imagine.

I do think standard practice should be to escrow all CR shares and release them gradually to prevent them getting dumped back to market for a quick profit.
