i think this is the important line that shows it is more of a partnership than weebit paying silvaco to produce a TCAD.

id hazard a guess that Silvaco gets the benefit of having the first look at weebits chip and will be able to sell the TCAD solution to foundries and other partners in the future for a profit.
Silvaco has a good list of foundry partners already, hopefully a few of them will partner with WBT in the near future.

Also gets management out of the 'partnership before the end of the year ' thing...

I reckon this is just what you'd expect a Co with their tech at this stage to do in order to get further towards commercialisation.
