Im sure they've had their choice of 'major partner' for some time, Cobey mentions WBT has been in talks / had interest from major players multiple times, eg. he mentions it specifically in a video interview approx a year ago on commsec as i recall, he's too specific saying 'partner by late 2018 or 1st qtr 2019 not to be in discussion already', they're negotiating who gives up what, Im pretty confident in this which is why Im still accumulating. re that CR, it came out of the blue because WBT would have been advised, akin to other companies entering negotiations with a future partner, to create a pool of funds to last the negotiation timeframe so the partner cannot use delaying as means to sweeten their own stake.
