Nah. The most effective way of doing this is to get the chip to market as fast as possible. This drives the cost down and aids ubiquity. Then all research programs can afford them.
These first chips are expensive, since they are bespoke wafers right now and hand built packages, not part of mass production yet.
The difference with your example is that those programmable chips are already in mass production.
Now, I do understand that James Tour's Group should get them and Leti would have Uni associations that could improve the application of the chips, but I really do believe that our best path is whatever is fastest to commercial viability.
