The biomass limits seem to change quite a bit and have been reducing, here is a submission to EPA from April which mentions 3 previous limits, different to the current 13/28.

I think in practice the increased limit of 28 with nets will hold mostly offset reductions that are being put in place, im not 100% sure, need to dig some more.
