As water declines, gas should increase. But with water flows still high (but decreasing) optimal flow rates might be very far from being achieved. Put differently, you can't assume a linear relationship between water flows and gas flows. Once water flows have decreased past a certain point (i.e. no longer blocking gas flows) we might (hopefully) see a significant uptick in gas flows.
Don't forget that this was always going to be a very long-term testing program, perhaps because they knew clean up would take a long time.
