I think you are a little harsh. The replacement has skills in doing and delivering.
The resignation may have been personal reasons, afterall trekking back and forth for nearly 4 years is a family toll.
Given the opportunity for a change, the doing type replacement is more in line with doing, than replacement with an accountant.
