The brokers are the ones that keep capping the prices on these small explorers. I know ,they are needed to get the message across,but in the end they only have a loyalty to their pockets. All the brokers that pick up semi extensive packages at times of revenue raising and the like just keep selling and taking 2-3 cents profit which pushes the SP down and they re-enter and do the same again.
