True, but I guess there's little benefit to BHP in doing anything that might reduce the efficiency of their ore delivery - these big guys are always looking for ways to get more ore on their railways at the same time and FRS would just be a distraction. fRS would be better off negotiating with FMG (who I understand are more amenable) and wearing the extra capital required to build haul road to the FMG line.
