The company has not updated the market on any potential rail deal and it can only assume that one is either very far away or in the never never. All that chest beating FRS did stating that it would take BHP to court as it wouldn't negotiate probably raised expectation of a future positive result.
The long wait with no news is a big negative. Its not like we are dealing with a settlement on the middle east issue. Its a rail line with trains on it that runs to a schedule. Really, not that difficult to work out!
