Your post is misleading. ECT board perhaps hadnt tapped the mkt for a while back in November. Since the attempt to raise funds they might of had indications that people are lined up at institutional level provided the deal is signed and sealed. This makes very obvious sense really.

Also NMDC have restated verbal intention to proceed. This is new information and certainly of benefit to any investors/speculators/punters/rank amatuers that are feeling a little nervous in the service.
