SB is right , the delay is probably cause by complication with the CR. A big bulk of the investment must be from their private investors or associates or else how can they be confident in buying anither asset. A bit of convincing to do ...given their reputation , and don't think their are offering much to retail investors. As stated, these imbeciles no matter how crooked they are , they are still looking forward to pocketing their returns and the only way to do that is to pump back up the stock price.
