Sorry PP just saw your question, had busy few days. Anyways I think Coit answered it better than me. In UTR's case I have an account with CPS Capital, but even if you don't have an account I believe you can still contact the broker and ask to participate in the placement. I have done that once with another broker and they have given me amount I requested from that placement.
