Well I would say that a commercial product would need.
From a tech perspective.
Research, what are we doing? is it viable? profitable, stable
definition of product, specs, performance, stability, cost, etc
proof of concept at first a limited lab level build, unit testing.
Documentation on process, what goes into it, precise measures, times costs
build a pilot manufacturing plant (real world, to be reused as much as possible but can still be tweaked)
Make a small subset of units
Test, iterate around the pilot until all criteria met
Limited run of product
Release to 'friendly' customers, retest iterate again
Get necessary certificates from relevant authorities
Release limited units again and monitor
Go or no go on final
That is my experience.....
