The new federal Spanish government is as an unwieldy coalition around the Socialist Party who have only 84 of 350 seats.
At best, the federal government is utterly distracted. I can't imagine they have the time or energy to look at approving a potash mine.
Perhaps provincial approvals will come sooner, though Spain is highly centralised and the key decision lies with the feds.
