No. IMHO, you can't write anything off until the Administrator will be saying so.

If and when that will happen, you usually will get a notification letter telling you as such, and that you will be able to write your losses off.

But, it will take plenty of time and angst before that will happen IMO.

Until then, as they say, and like the rest of us, you will just have to grin and bear it as Administrators don't like to cut corners either. Especially if they can see that they will continue to get money for their services.
