Should have been - I'd have thought a vote of "Open" proxy voting is in favour, being placed by the Chairman (Unless he changes his mind by a late [Unlikely now] offer).
"For" is in favor
"Against" is No, don't proceed with the current offer
"Abstain" is -You don't have an opinion (A waste of your time).
