After doing a bit more research this morning, i found it interesting that at the end of 2006 Anglo Platinum announced a JV with Atlas Mining (Bakgatla-Ba-Kgafela) to develop the Rooderand project, however PLA mention that this mining license was rejected in early 2006?

Below is an article from Proactive Investors in 2009, very interesting that Anglo had already done much of the PFS work for Rooderand. Does anyone know why Anglo was rejected the license for Rooderand, is there any documentation anywhere?

Also very interesting that Anglo were working with Alta Mining "Bakgatla-Ba-Kgafela Tribe" previously to PLA entering the picture as stated in the links.
