To summarise...
Malaysia is not a done deal...
As part of the desktop scoping study PLS will be reviewing multiple options; this likely includes discussions with various finance and industry experts..
All that has been done so far is a look at possible sites and vary high level discussions with government officials in Malaysia....
It would be premature to make any rash final decision until obtaining further results from the scoping study..
