My immediate feeling it that it's a little concerning that a full review and scoping study of anything is needed, let alone of everything, including "...platform optimisation and expansion, market penetration and opportunities" (huh?).

Gives the impression that things have not been progressing well.

I guess the alternative impression is, with a tanking share pricing, an overhaul was warranted and should be welcomed.

So, clearly I'm torn.
